Robert J. Lochrane, P.E. | Senior Vice President


Mr. Lochrane’s nearly 40 years of engineering experience encompasses both public and private sector projects located throughout the United States and abroad. Beginning in 1973, his career began with an international engineering firm located in New York. While there he specialized in the planning, design and construction of infrastructure projects including wastewater conveyance facilities, water distribution systems and both water and wastewater treatment plants ranging in capacity from 0.5 to 60 mgd. One of these plants was for the City of Zarqa, Jordan, which at that point in time represented only the second sewage treatment plant for this Middle Eastern country.

In 1982, he joined his brother Tom as co-owner of the firm. His initial focus was to further develop a municipal client base. The firm was awarded its initial municipal project with the City of Orlando to prepare construction standards and specifications. Afterward, he developed a unique program for wastewater collection system rehabilitation aimed at economically eliminating groundwater infiltration while improving the structural integrity of the piping system. This rehabilitation program was successfully performed for many Florida communities extending from Gainesville to Boca Raton. He also managed more traditional municipal services including: rate studies, drainage studies, lift station designs, water storage tank designs, utility relocation projects and solid waste landfill projects.

Thomas G. Lochrane, P.E. | Senior Vice President


Mr. Lochrane has served as Project Principal/Project Manager/Project Engineer, responsible for numerous major transportation, drainage, water and waster design projects in Florida since 1973. Mr. Lochrane is a professional engineer registered in the States of Florida and Alabama and is current with Local, City, County, and Florida Department of Transportation (FDOT), Florida Greenbook Design Standards, American Water Works Association (AWWA), Federal Highway Administration (FHWA) and AASHTO  and ASTM design standards.

Prior to starting Lochrane Engineering, Inc., he began his career as Transportation Design Engineer with the New York Department of Transportation (NYDOT) in the planning and roadway design departments in 1968, before reporting for military service in the Army Corps of Engineers from 1968 to 1971. During his tour of duty, he held the rank of Captain and commanded a construction engineering company, 249th Engineering Battalion, Company D, in Karlsruhe, Germany. In this capacity, he was responsible for the construction of numerous military reconstruction and new construction roadway and public works projects throughout Germany in support of US Army under the 24th Engineers Group, Engineers Command Europe. In 1971, he returned to NYDOT and focussed his professional efforts on signalization design and progressive traffic movement on State highway systems.

Michael J. Cavalere, P.S.M. | Chief Surveyor

With more than 43 years of surveying and mapping experience in the Florida, Mr. Cavalere has worked in both the field and the office on private and public projects. After working 13 years for Orange County Government, he has worked for the private sector during the last 30 years combining the knowledge of governmental requirements and private enterprise, thus providing clients with the benefits of his experience. Mr. Cavalere has worked on projects and contracts for many governmental agencies including the Florida Department of Transportation, Orange, Seminole, Osceola, Putnam, Flagler and Alachua County governments and City governments including the Cities of Orlando, Altamonte Springs, Casselberry, Gainesville, Apopka and others during the past 19 years while with Lochrane.

John Campbell, Jr., P.S.M. | Managing Technical Director/Survey | VP

Mr. Campbell has more than 30 years of experience in surveying. His experience includes right of way map preparation, boundary and topographic surveys, subdivision surveys, plat preparation and legal description preparation. He is adept at computer utilization including Microstation, Geopak, Electronic Field Book, CAiCE and other software applications. Through his involvement on many FDOT and municipal roadway projects, Mr. Campbell has become a specialist in Right of Way Mapping and roadway design surveys and has worked with the FDOT staff on a variety of other roadway projects.

Mr. Leftakis is a graduate of the University of Florida Geomatics Program and has a strong background in traditional surveying techniques as well as technologically advanced areas, such as GPS and Photogrammetry. At Lochrane, Mr. Leftakis works closely with John Campbell assisting with design and right of way surveys including the preparation of Right of Way maps. He is adept in the use of Microstation, AutoCAD, Electronic Field Book, CAiCE, Geo Pak and other software applications for use in the preparation of right of way surveys as well as Underground Utility and drainage location surveys for roadway projects.

Ms. Hom has more than 19 years experience working as a Utility Coordinator. She has experience in reviewing and researching utilities for conflicts for design and construction projects that involve roadway improvements, signal and/or power pole installations, new buried utility line routes in addition to coordinating utility relocation activities. Ms. Hom is familiar with local utility providers and is experienced in organizing, contacting and coordination of subsurface utility locates.

Ms. Hom currently serves as a Director on the Board of the Sunshine State One-Call of Florida (SSOCOF), is an active member of the Central Florida Utility Coordinating Group (CFUCG) and represents Surveyors on Steering Committee for the Florida Utilities Coordinating Committee (FUCC).
